The Opportunity

TAG International is looking for a Senior International Development Manager to join our Security & Resilience team and work across our Transnational Threats portfolio. This is a varied and influential role combining programme leadership, client and partner engagement, technical oversight and business development. You will manage and support complex international programmes while helping to identify new opportunities, develop compelling solutions and strengthen TAG’s relationships and position in the market.

Our portfolio includes work to counter terrorism, prevent and counter violent extremism, address serious and organised crime, and strengthen rule-of-law and human rights-compliant systems. Projects range from short-term interventions to complex, multi-year capacity-building programmes in fragile and conflict-affected environments.

This opportunity would suit an experienced programme or portfolio manager who understands the international development, government or security sectors and enjoys working across the full programme lifecycle.

Your Role and Responsibilities
Programme and Portfolio Delivery
  • Manage and oversee complex international programmes and projects, ensuring they are delivered to agreed timelines, budgets and performance standards.
  • Provide day-to-day operational oversight, including contract compliance, financial management, risk management and client reporting.
  • Act as a principal point of contact for clients, building trusted and constructive working relationships.
  • Provide technical input, quality assurance and oversight across programme delivery.
  • Lead, support or contribute to programme activities, reporting, monitoring, evaluation and lessons learned.
  • Recruit, manage and coordinate technical experts, consultants and delivery partners.
  • Identify and address delivery, financial, commercial and legal risks.
Business Development and Account Management
  • Identify and develop new opportunities across existing and prospective clients.
  • Lead or support opportunity capture, pursuits and competitive tenders.
  • Develop technical approaches, methodologies, commercial offers and project budgets.
  • Produce and review high-quality proposals and other technical submissions.
  • Grow existing projects and client accounts, supporting the achievement of financial and impact targets.
  • Develop networks of local partners and subject-matter experts to strengthen programme delivery and future proposals.
  • Monitor market developments and emerging trends to help shape TAG’s services and strategic positioning.
Leadership and Collaboration
  • Manage and develop team members, supporting high performance and professional growth.
  • Work collaboratively across TAG to mobilise the expertise and operational support required for successful bids and delivery.
  • Share learning and good practice across the organisation.
  • Represent TAG professionally with clients, partners and within the wider market.

Your Experience and Skills

We are looking for someone with:

  • Significant programme management or operational experience within international development, government or the security sector.
  • Relevant technical knowledge of international development and transnational threats, including counter-terrorism and serious and organised crime.
  • Experience of successfully delivering complex programmes in international environments.
  • Experience of working with UK or other government clients and partners.
  • A demonstrable record of contributing directly or indirectly to winning new work and developing client accounts.
  • Experience of writing, contributing to or evaluating technical proposals for donor or government clients.
  • Strong commercial and financial awareness, including experience of developing and managing project budgets.
  • Excellent client, partner and stakeholder-management skills.
  • The ability to lead teams, manage competing priorities and maintain quality in a fast-moving environment.
  • Sound judgement and a practical, solutions-focused approach.
  • Excellent written and verbal communication skills.

About the role

As a Senior Manager in the (G&SD practice, you will dedicate some of your efforts to leading a diverse range of programmes. These initiatives focus on strengthening state-society relations, community stabilisation, and countering criminality. You will guide project teams through complex geopolitical challenges globally, ensuring the objectives of TAG's clients are met and key global issues are addressed.

The other part of your role will concentrate on business development. You will be instrumental in identifying and securing new opportunities, fostering relationships with key stakeholders, and contributing to the strategic growth of our G&SD practice. Your expertise will help expand TAG's impact and presence in the international development sector.

About the Role

As Project Manager at TAG International, you will steer the implementation of nationally important cyber capacity development projects. Your work will impact third-party countries, shaping their cyber resilience and national security infrastructure. Your role will focus on delivering results that are timely, cost-effective, and of superior quality for our Government clients. You will:

  • Lead Multi-disciplinary Teams: Run project teams composed of TAG's internal experts, as well as external consultants and supply chain partners, focusing on national risk and capacity assessment.
  • Complex Stakeholder Management: Cultivate relationships with a diverse set of stakeholders, ranging from government clients to project beneficiaries, all while navigating the complexities of international aid and cyber capacity development.
  • Project Oversight: Direct projects of varying complexity and financial scale—from shorter, single-year projects to ambitious, multi-year, multi-country, and multi-million-pound undertakings, with particular emphasis on critical national infrastructure resilience and cyber hygiene campaigns.
Location & Travel

These roles are UK-based, with hybrid working arrangements available. Short-duration international travel may be required.

Essential Qualifications
  • Project Management Certification: Such as PRINCE2, APMP, or AgilePM is essential.
  • Understanding of Cyber Security: Specifically, its applicability to International Aid and Development.
Desired Experience
  • Project Scale: Experience in managing multiple projects ranging from small (<£1M) to medium (>£3M).
  • International and Donor Programmes: Experience of working on bi-lateral or multi-lateral donor programmes.
